Islamabad to Overhaul Emergency Response 12 New Stations, Rapid-Response Motorbike Units Planned

The Capital Development Authority (CDA) has approved a sweeping plan to modernize Islamabad’s emergency services, including the establishment of 12 new rescue stations and the deployment of a 50-strong motorbike rescue fleet for faster response times.

Chaired by CDA Chief Mohammad Ali Randhawa, the board meeting on Wednesday greenlit a series of measures aimed at strengthening the city’s preparedness for disasters and emergencies.

Major Upgrades for Capital Emergency Services

Under the approved plan, the CDA will launch a state-of-the-art Emergency Operations Center (EOC) to centralize monitoring and coordination during crises. The 12 new rescue stations will be strategically placed across Islamabad, backed by a motorcycle response team designed to navigate congested areas and reach incident sites quickly.

In addition, the CDA board approved:

  • Recruitment drives to fill vacant emergency services positions.
  • Intensive training programs for staff.
  • Procurement of modern rescue tools, vehicles, and water rescue vans.
  • NDMA’s assistance in reviewing and approving newly acquired equipment.

Randhawa directed officials to “utilize all available resources” to ensure the emergency services team is fully equipped to meet the growing demands of Islamabad’s population and urban expansion.

Environmental Focus: Carbon Credit Initiative Approved

In a separate move, the CDA board endorsed hiring a consultant to secure international carbon credits for green projects in Islamabad. The initiative will recognize CDA’s efforts in afforestation, pollution control, and sustainable urban planning.

“This will align Islamabad’s development with global environmental standards while attracting international recognition,” Randhawa said, emphasizing the city’s aim to reduce emissions and promote eco-friendly growth.

Land Allocations and Healthcare Projects Advance

The board also took decisions on major development projects:

  • Aga Khan University Hospital: Land has been allocated for a teaching hospital under Islamabad’s Land Disposal Regulations.
  • Jinnah Medical Complex: Consultancy services for the first phase of the medical and research center will be finalized through international tenders in accordance with PPRA rules.
  • Property Evaluation Committee: Adjustments were made to the committee overseeing land and property assessments, with Member Finance appointed as its head.

Swift Water Rescue Training Underway

To complement these structural upgrades, Islamabad’s emergency responders are currently participating in a three-day Swift Water Rescue Training Program in collaboration with Blue Sky Rescue International, a Chinese disaster response organization.

A team of seven experts, led by Commander Zhong Yang, is training personnel from the CDA’s Emergency and Disaster Management teams, Rescue 1122, and the Fire Brigade. The drills—running from August 27 to 29—are focused on rapid water rescue operations in anticipation of monsoon-related floods and urban emergencies.
